Jeremy Deutsch is the Managing Partner at Capitol Venture, LLC, a public affairs firm in Washington,
D.C. He has more than 30 years of experience in politics and state and federal government service at the
highest levels with House Republicans, Senators and the Republican Administration.
As chief of staff of the House Republican Conference majority, he directed the organization’s revival that
brought outstanding business executives, best-selling authors, and academics together with powerful
House committee chairs and leadership members. Deutsch drove adoption of cutting-edge and open-
source apps, while positioning the House Republican Conference as a center for technological innovation in
Congress.
Jeremy has also served as executive director of the Washington State Republican Party and on political
staff for both the Ohio and Washington State Legislatures. He was also a pollster with Moore Information
in Portland, Oregon.
Jeremy is a graduate of The Ohio State University and originally came from -- of course! -- New Jersey.
Most importantly, Jeremy is the proud dad of his toddler daughter Romi Adi, Hebrew for "blessed jewel".

Gavriela Fine
Vice President
Gavriela Fine serves as Vice President at Capitol Venture LLC, where she brings more than a decade of
experience in government affairs, strategic communications, and federal policy engagement. She works
with clients to develop and execute effective advocacy strategies, navigate the legislative process, and
build relationships with key policymakers across Congress and the Executive Branch.
Prior to joining Capitol Venture, Gavriela worked within the House Republican Conference, where she
helped lead outreach initiatives connecting Members of Congress with leaders across the business
community. In this role, she supported efforts to promote policies that strengthen American innovation
and economic growth, while helping manage major policy initiatives and communications efforts for
Conference leadership.
Gavriela holds a BA from the University of Arizona. Originally from California, she lives with her
husband, Andrew and their son.

Mark Gruman
Senior Vice President
A seasoned expert in both crafting and implementing federal and state legislation, Mark Gruman
navigates the complexities of the policy landscape with precision. During his thirteen-year tenure as Chief
of Staff for North Dakota Senator Kevin Cramer, he transformed complex policy goals into actionable
outcomes across key House and Senate committees—including Energy and Commerce, Environment and
Public Works, Armed Services, Banking, and Veterans Affairs—while effectively engaging with both
Democratic and Republican Administrations.
Mark provided legal advice and advocacy for the North Dakota Public Service Commission, representing
the agency in state and federal courts and administrative proceedings across its broad jurisdiction over
public utilities, energy infrastructure siting, telecommunications, and environmental safety.
Mark began his legal career as a criminal prosecutor in rural Minnesota, where he practiced for over four years.
A North Dakota native who grew up on a family farm, Mark holds a Juris Doctor and a B.S. in
Mechanical Engineering from the University of North Dakota.
